Read Every Day Counts Teacher’s Guide, Kanter and Gillespie, Great Source, 2005 or 2012 edition, p. 24-27.

Days 11 to 19 provide the chance to focus on reading, writing, and interpreting the teen numbers as groups of ten and leftovers.

For example, on the Counting Tape on Day 17, we can see and say “1 group of 10 yellow squares” as we record the digit 1 and say “7 extra blue ones”, as we record the digit 7. A child who says “one group of ten and seven” when writing seventeen, hears the digit 1 first, making it less likely to reverse the digits.

Looking also at the Ten Grids and seeing the full ten grid and seven extra dots provides a second way for children to see, say, and write 17 as 1 group of ten and 7 extra ones.
